1967 Canadian cent with 2 dots instead of (Elizabeth) the I I, is this PMD ?

With no signs of a scrape is why I'm asking for input.

    Looks like PMD.
    Looks like a scrape pushed up extra metal, notice how this lump is higher than all of the other letter bottoms.
    The photos seem to show the scrape.

    Some or all of the letters may have damaged by a rolling machine. ;)

    Thanks for the look.
    One other question while your here.
    The letters look like crap. What I mean is they all look so frail.
    Like a swift breeze would knock them over.
    Any thoughts.

    Maybe a thinner font.....not as bold as US cents?
    And a thinner font would be damaged easier by rolling machines.
