1986 Bank of Canada 🇨🇦 $2 OTTAWA Signature Error

Mr. Crow was appointed Governor of the Bank of Canada on 1 February 1987 for a term of seven years, (John Crow 1987-1994)
However on these two notes, which were gifted to me today by an old friend, the signature of Mr. Crow appears one year earlier. Anyone has any idea about this? Is this common or, this is an error by the Bank of Canada?
