What is the most difficult post 1970 sports card in Topps or OPC to get in high grade.

The 1973 opc Mike Epstein has never gone above a PSA 6. Card is notoriously o/c, and just a beast.
Is there another Topps or OPC card that has never scored above a 6 ? A 5 ? Lower ?

Clarifying the requirement in the OP that you mean high grade Topps or OPC with no qualifiers, then yes, that is the toughest one. The most notorious, even though it is not quite as impossible as the Mike Epstein card, is the first card from that 1973 OPC set, Ruth/Aaron/Mays. The mystique surrounding that All Time HR Leaders card will keep it regarded as the toughest in most related discussion circles, even though the Epstein seems to be even more difficult.
There are a few others in the 1970, 1973 and 1974 OPC baseball sets that could be considered contenders, and the top 10 in no particular order should all be from those 3 sets.

There are at least 4 in the 1970 set that are equally difficult to find higher than a straight 6 at best, and even a 6 NQ is quite a challenge.
However, my mistake: as I re-read the OP, he was referring to Post 1970. Therefore, 1970 cards would not qualify for his inquiry.
It’s so o/c that only two or three have ever been submitted.
Even the tough #1 from that year has a Psa 7 and Psa 8. But only one six for the Epstein with none higher.
Do you guys think it is fair to compare populations of Topps vs. OPC given how much less popular (and thus less likely to be submitted) OPC cards are?

I agree that OPC are very difficult to find in mid grade. 1973 baseball OPC has a bunch of hard to find cards.

Agreed with the first half, but not the second. The disparity has more to do with the relative production quality control rather than the popularity and/or frequency of submission for grading.
