1995 Canada Loon Questions....is it a proof or mint state?

I had to shoot the pics with diffused light as its quite reflective and slightly toned,

Is this a proof or mint state? Looks pl to me but no cameo.
I would grade 65 or 66. But, you tell me.

Just a business strike. The uncs that come in mint sets have a brushed background with shiny devices, and proofs have fully mirrored backgrounds with frosted cameo devices.
The RCM's quality is just much better than what comes out of a U.S. mint.

The RCM was behind the US in regard to proof coins for many years. Once they overcame that hurdle they were second to none.
I believe US mint can compete with anyone, but the demands in terms of sheer quantity definitely take a toll on quality for business strikes.
To be competitive, the US Mint needs to get a Quality Control system in place to pull out the sub-standard pieces that make it out the door. All Canadian pieces would grade at a minimum of MS or PR 69, while I have seen US pieces with specs, spots and even scuffs, and range from 63 to 69 without consistency of mirror or frost.
Is this a proof or mint state?
It is neither.
It is a PL coin from a PL set and will be graded as such by our hosts.
PL65 or PL66 for this year are very common and not worth submitting, you'll see in the pop report that most graded are PL67 or better.
