I'm at a loss as to how they can be so confident that it is a circulated proof as opposed to an "S" or even "CC". The mint mark area is totally obliterated along with most of the rest of the coin. Just wondering...

Without the ability to identify the mint PCGS won't touch it (nor any other service really). Without that ability, it is a neat conversation coin yet not collectible to the lowball community, in general.
It's like I see a lot of the 1892-93 super lowball Columbian commemoratives yet without knowing which of the two dates it is (too much wear to determine) it is not slabbable and thus loses a bit of its charm.
I'm shocked no one is interested in this GEM. 🙄
