CDN vs CCDN

Can someone explain the sometimes very large differences in prices?
I thought the extra C meant 'certified', so the prices should be higher (?); yet I see the CCDN is sometimes very much lower than CDN.

CDN is for sight-seen coins. CCDN can cover an incredible dog of a coin that somehow managed to get into an NGC 35 holder. It shouldn't take you too long looking on eBay to say of some coin "I don't care what the holder says, there is no way I'd pay 35 money for that!" Those are the coins you'll get if you're buying at CCDN prices. If it is a "real" 35, you'll be looking in the CDN. Clear?

Some dealers use the CCDN price guide for buying when the coin is right in front of them, nothing wrong with that, its just what they are willing to pay... Its happened to me. I usually pass
