Does PSA still require these to be sent through the PSA/DNA service or do some slip through? I've seen a few of these lately.
The flip should read PSA/DNA like this one, right?

My understanding has been that those need to go thru PSA/DNA

One of my first orders to PSA around 2000, I had sent some of the 1997 Topps Stars Autographs and they were returned ungraded for that reason.
If you enter the Cert number on manufacturer Autographs prior to 1998, it should give the option to see the PSA information or the PSA/DNA information. On that particular Mays it only gives the PSA option, so I’m fairly confident it didn’t go through the PSA/DNA process.
any clue what the first packed inserted signed card was? was it
score mickey mantles?
I'm pretty sure it was the Upper Deck Reggie.

I would say for a major manufacturer or set, the 90 UD Jackson was the first. There were some earlier collector sets that had signatures with them, but they were not widely distributed for the most part.
TCMA had some in the mid 80s, for example. They were not identified in anyway though (no serial numbering, holographs, notations anywhere on the card, etc), so I guess the serial numbering and the "hologram" (although all cards had them), helped identify the certified nature of these pack inserted gems.
Yes 1990 UD from high series packs. I actually got one. To verify autthenticity the hologram is different than the normal card.
