1991 cent

Does any one know why sometimes the 19 is higher than the 91 and sometimes the 91 is higher than the 19 or sometimes they are all straight across?

    I believe the date was added the the master Hub each year starting sometime in the 80s. That means the date will have the same location on the master die, which makes the working hubs, which makes the working dies. So there can't be any variation

    Can someone confirm when the mint started adding the date to the master hub? I'm pretty sure it happened in the 80s, but would hate to post the wrong info.
