Don't know if it really makes a difference or not,
But there are a number of IP Address swinging in the breeze out there,
Isn't this a direct line to your computer?

IP addresses usually belong to big computer or telecommunications companies.
If a person has one's IP address all he/she can find out usually is the name of the person's internet service provider, Comcast, ATT, etc.

If the IP is static it will always lead to that person's network and hopefully firewall. If they have a non-static IP they can change when the internet connection modem is rebooted. Either way yes, it is a road to the network. Hopefully they have protection.
Most people are using DHCP which is a private address that is (simplistically speaking) NAT-ed to a small range of static IP addresses owned by the provider. You’ll still be uniquely identified, of course, but there’s a lot of trickery to make it happen.
However, if/when the world moves to all IPv6 then it probably would be a globally unique identifier.
