It is more likely to be PVC than carbon spots.

You would be surprised. They won't come off with out degrading the coin also.
Carbon spots are here to stay. If someone could come up with a way to remove those damn spots the coin world will beat a path to your door.
I have had some success with crusted hard black carbon spots that appear in the denticles. They usually have somewhat penetrated the surface. Poking them with a hard small tool won't budge them.
So I soke them with a drop of olive oil on the spot for a week or so, reapplying the oil if appears dry .
At the end of the soke period I poke it with a small regular metal pin, but First I try a rose thorn then the pin if the thorn appears to soft to buge the crud. I check constantly with a loupe to view my progress and make sure I am not to aggressive and scratch the coin. The crud is much softer now after the soke and can be removed as you work it.
Their may be a small hole left because the spot of crude ate into the surface. I have performed this trick and have gotten the coins slabbed afterwards and the the black spot is gone and no longer offends the eye.
Doing this on the coins fields may leave a spot that identifies it as a spot removed. I have seen such on coins for sale
Without any mention by the seller ,of course. Other spot removal techniques are also used. Buyer beware look closely.

Green Pvc on a coin can easily be removed by washing with a mild dish soap and warm water.
This a good mild degreaser technique.
I try to avoid harsher chemicals/ solvents. Not good for your health ie breathing vapors and skin penatration to the blood stream. If you must use nitrile gloves.
