It's marked "sterling". Assuming it is sterling here's some info:
"Sterling silver is an alloy metal containing 92.5 percent silver and a 7.5 percent amalgam of other metals."

From what you've shown, it doesn't appear to be a coin. It's likely some sort of medal or bullion type of piece. The gold electroplate is very thin and probably doesn't add any significant precious metal value. Places like the Gov.mint and other private sellers make gold electroplate "commemoratives" and sell them on TV and in magazines. I wouldn't be surprised if this turns out to from some sort of private mint set. Items like this usually don't have a big following in the numismatic community, so the value is tied to the silver (if you can find someone who is interested in purchasing it). Sorry I couldn't provide better news

The "FM monogram" mintmark indicates it is a Franklin Mint medal.
