CC Special question regarding declared value

So in the picture below, you have Sanders, Montana, and Staubach with a PSA 9, 8, and 6, respectively. Are the pics giving example of who a “Gridiron Great” would be, or an example of a “Gridiron Great” with a max grade that would fall under this special?

I looked up the PSA 8 Montana, and with an exception the most recent sale, it would qualify for the sub.

I know that, well aware of that. My question was if the grades of the cards in the picture were reflective of grades below $499 in value for that particular card, or just used as an example.
