Quarterly Special Clarification Needed

Figured someone from PSA would see my question here and get back to me quicker than the 1 week it may take to hear back from C.S.
For the gridiron greats special, is it only the 3 players that are pictured that can be submitted (Staubach, Sanders and Montana)? The word "greats" in the title makes it seem so, similar to how Griffey and Trout were the only ones that could be submitted under last quarters' baseball special, but the "Learn More" link doesn't say anything about just those 3 players, so then it would seem any football card from 1972 to 1989 could be submitted?

I read it as any football card within the given years.
maybe attempt a sub? every special i've tried whether quarterly or ultra modern, the system would not let cards to be added outside of its given parameters. ie. tried to add a few 2015 cards to an ultra modern and it wouldn't let me.
