PCGS & NGC from the US Mint

Good morning everyone. I am new here to the forum and also to collecting. My questions is when you purchase a coin from the US Mint is the coin a 70? I have purchased a number of coins on ebay and always buy one that has a PCGS or NGC authenticity to it. How and where do these coins get packaged and authenticated. Thanks so much for your help

No
Most proof or collector coins will grade in the 68-70 range
Most business strike coins will grade in the 63-68 range

Once purchased from the mint a private collector or coin dealer will send it to a grading company.
I bought 5 2020 silver proof eagles from the mint and sent them to PCGS. PCGS graded at least 1 at 67 and the rest at 68-70. Most of my others have been 69 or 70 with a few 68s sprinkled in.
I also bought a gold 2014 Baseball Hall of Fame coin in mint packaging aftermarket from APMEX. It recently graded at 70 (YAY!!!).
