Prior to 1940, penny arcade machines were common, penny gumball machines, stamps for mailing postcards were 1 cent. You could juice your self with an electrical jolt for 1 penny. The main safety feature of a wheat penny as it pertains to your pre-1940 question, it was pure bronze: 95% copper; 2.5% Tin; 2.5% zinc. so they were safe to have as far as it's metal value and planchet weight thereof. Of course, as with everything in an empire in rot, the penny was destroyed in 1982 by the money changers and political clowns, penny is now 97.5% Zinc, and a smidgen of copper.
