US Mint - Always such a high premium Gold?

It has been a decade since I have purchased gold from the US Mint directly (probably the UHR in 2009), so I apologize if this is common knowledge or a recent topic of conversation that I just missed.

With gold currently hovering around $1,940 an ounce, the seigniorage on gold is nearly $700 or 35%. Maybe I am just noticing it because $700 is a lot of premium for bullion, even proof bullion, and I don't imagine your neighborhood coin shop or gold place would recognize anywhere near this premium when buying or selling. Has the US Mint's vig always been this high percentage-wise?
