This is the only 1921 Mercury dime that graded MS67 FB and cac. Why is this the case with statistically a high rate of cac stickers for 66 and above?

Sorry, but I think you’re making a big deal out of nothing.
The PCGS population is only four. Maybe that represents four different coins, but maybe one or more resubmissions account for it. Either way, that’s a tiny sample size.
What are the percentages of CAC examples of MS67FB Mercury dimes of other dates with similar PCGS populations?
A “statistically high rate of CAC stickers for 66 and above” is largely irrelevant, when the coin in question is a 67 and other than a common date.

There are five NGC coins in the population and four PCGS coins, only one is cac. The fact that only one is cac is significant and looking at the images especially with a low population and top quality images it is easy to distinguish between re-submissions; and at that grade level you can be pretty sure the old cert. tags were sent in to correct the populations.
