When does PSA free submission scanning start?

I saw on the twitter account that for submission at and above the Regular level PSA is doing scanning of items to add images to cert info. So when does this start? I had a regular submission that popped at the end of July but there are no scans associated with any of the items.

Regular is the $50/ea service level now, not the $20 it used to be (that's called Economy these days). I know they've been doing it for a while at the top tiers. I would guess Regular started when it was announced.
