Are you sure about the W Mint Mark on that coin? The Mint didn't start issuing Proof American Silver Eagles from West Point (W) until 2001. The 2000 Bullion coins were minted at West Point, but there wasn't a Mint Mark.
Added: The Mint made 9,239,132 of the 2000 Bullion ASEs. They are not rare.
Here's a warning parable for coin collectors...
