1892 Barber Quarter Variety?

Is this a 1892 TDO TYPE 2 REV VP-002 25C MS? Type? Also what is going on with the S's on the reverse?

    The photo above shows a "Type 1" reverse,
    because the middle serif i the E of UNITED is visible above the left wing tip.

    S1 and S2 on the reverse appear to have die chips in the upper parts.

    It would take a much better photo to answer that question accurately.
    However, we do know this coin can't be the VP-002 variety, because that has a Type 2 reverse.
