Someone offered to buy a coin from me and said they would add 2% for fees. Will that cover all the paypal fees because I'm not giving paypal a dime?! I quit selling coins on ebay because I didn't care for their monopoly and fees and that was probably over 10 years ago!

I believe PayPal charges 2.9% plus 30 cents (or something like that).

you use PP, you pay...or find another way of making payment with the same guarantees.
your buyer wants you to split the fees with him.... fair enough..

Unless you give him a viable payment alternative it would be good business to assist with the fees. I like Venmo, no fees, easy to set up, use and transfer to the bank. I did it for one sale and have continued to enjoy it ever since.
