Grading Cost Question

I am submitting a Bulk Order for Grading. My question...
Do you have to submit 100 Modern Cards to get the $12 Price or 100 total Cards? For example I have about 70 cards 2016 and back & bout 70 cards 2017 & newer. So 140 cards total cards, but less than 100 in each category. I have tried calling PSA for the last 3 days, but cannot get anyone on the line (waited 45 minutes, but I realize they are busy and short-staffed).

You have to have 100 in one of the categories.
