Arabic? coin or copy?

See these pictures of this coin that appears to have arabic writing, maybe the numbers 897 or 1897? There are two holes that appear to have been made post strike. It appears to be brass maybe and is fairly thin, it is 21.3mm, 1.7g, plain edge, and medal-turn. In trying to find it, there are coins of Algeria that looks similar, but that is as far as I got. Thanks in advance.

It is a brass "belly dance" costume coin with Arabic writing on it.
