1964 Topps Giant cards ok to include in bulk sub?

Hi guys. I can’t seem to find the answer to this question anywhere.

Is it allowable to include a 1964 Topps Giant card with a bulk submission?

I know the rules state that jumbo cards will have an upcharge. Not sure if these count.

64 Topps Giants are considered tallboy and can be included on value (previously bulk) subs.
