The Spot price of gold is rising,

Should 1928 Gold Certificates be appreciating too or is the bulk of their value in collectability and not spot?

GCs are not tied to Gold prices.

But does the attention to watching Gold prices give Gold Certs more exposure to new buyers?

Other than that they have "gold" on them and the Treasury lied that they were payable in gold indefinitely gold has no bearing on these notes. It was Voltaire who said, all paper money eventually returns to it's real value - zero.
