Looks to me like the top note was stamped first as the ink get progressively lighter.
I recently bought this note after seeing a shrink wrapped brick of series 2009 $1 notes starting with serial number L00000001D. The owner of the brick is a CU member and I saw the brick on Facebook, as a post in the Fancy Serial Number Collectors group. The 2009 is the new addition, and the 2013 I’ve had for some time. The 2013 note looks a different shade or hue because it’s in an older tinted PMG holder. I really like getting serial number 12 on the 12th district.

Back in the day when the BEP sold collector notes through its Money Store, I found that the earlier you ordered, the lower the serial number you would receive. I would login to my account 15 minutes before the official release date and time so I could be one of the first to order. Five minutes before the release time I would refresh the website and sometimes I could order a few minutes before the actual official time. These are the third set sold of the BEP 2017 Triple Deuce set. I also got set #4.
