Scratch on SP70 coin?

Good morning,

I bought a PCGS FDOI SP70 5 oz Roosevelt ATB from ebay. Looking at the coin in the slab there is a pretty obvious scratch on the side with Theodore. Is this something that is accepted? I have a few of these already but bought the SP70 one with the idea that it would be perfect. At the least not with a visible scratch. I have looked it over with a lupe and it sure looks like it is on the coin and not the holder.

With those of you with more experience, is this something that I should expect or should I expect it not to have scratches. More confused than anything on how this could be a 70

    If SP70 allows scratches then what is the point of a 70?

    I assume it is on the holder. You would really need to post pics to get any useful replies.
