Designer of the Canadian Jubilee/ Senate Throne commemorative?

It feels like I've looked everywhere for the designer of this coins reverse. (Senate Throne) Can't seem to find it on the internet. I believe the obverse portrait was designed by Arnold Machin? Any help appreciated.

Sometimes thee engraver is also the designer but not sure about this yet.

Yes, he had collected 20 or more and displayed them in a showcase. I had the Voyageur and the B/C. He allowed me to pick my favorites before he sent the rest to eBay. Selected 8, all SP68/9 for what I felt was a reasonable price considering I was getting his best. I’m overloaded on modern toners but have acquired some really nice stuff.
