1987 Fleer Basketball help

I'm trying to complete the set. I am 48 cards away from completing the set. I am getting all mint 9 set. One card I need is Michael Cooper. I can't find in a 9.
1 Should I buy a raw one and send it in for grading?
2 wait until a 9 shows up.
3 by a 8 to have it and wait for a 9.

A 9 will prolly show up before you get your card back. If you don't get a 9 you've wasted money and 6 months.
