1808 Draped Bust Half Cent

Im trying to understand the obverse of this coin. Scratches on planchet and weakly struck? PMD? Reverse has corrosion but overall detail present makes me think normal wear is not the cause. Thoughts on grade, asian country of manufacture, etc are welcome.
