1983 Donruss factory sets

I have 2 Tony Gwynn 1983 Donruss PSA 10 cards.

One clearly has less white border around on the edges.

Were the 1983 Donruss factory set cards smaller than the the ones from the packs?

Scans would be helpful.

Not an expert on Donrus, but there can be variations in size between wax, rack and vending.

Seller confirmed it was more than likely from a factory set. He submitted the card himself.

I know cards from 1984 factory sets were notorious for being slightly smaller. It makes sense that likely was the case for 1983.
