Who to tag to ask PCGS a question? (error coin and yes, I bought the label a bit)

Not too much going on in the NEWP department, but I've been looking for a 1 sen brockage to go with my 1/2 and 2 sen pieces, and would have been content with a raw one. This one caught my eye in a recent Japanese auction (as did a Katanga Cross--not sure that will slab though ).
It's a very nice example and I paid not all that much more than what a raw one would have cost--and raw ones aren't usually quite a nice as this. But, how did it get this designation? Would someone have had to provide some old mint records showing they did trial brockage strikes? Would like to pick a PCGS brain but not sure who to ask.

Are you asking why it was labeled as First Strike?
It doesn't mean that the coin was First Strike, but that the brockage was. This means that it's an early-stage brockage, struck shortly after another coin got stuck to the die.
