I got the recorded message as well, at the prompt, I said "Customer Service" over and over again until it worked.
It worked for me is all I know.
You must have a magic phone. Just tried again, repeated "customer service" as I always do and got the same "customer services is temporarily closed" recording.

I don't have a commercial account and I always get a PIN. Haven't had to speak to PayPal in several months, though. FYI.

Ebay normally provides a PIN for me when I ask, from my webpage, to contact them. They currently are only offering the email option, but no phone number with a PIN.
For claims or disputes I always initiate with PP since they control the money.

Honestly, they've posted so many notifications about virus related changes that I stopped reading them. I couldn't tell you for sure whether they told us this or not.

I never said they were answering the phone. I don't know. I didn't call. All I did was post the message that ebay is displaying which you could have viewed as supporting your OP rather than refuting it.

How does anything get enforced in the current pandemic environment? Courts are closed, most white collar workers are working from home. I have been contacting ebay on getting access to ebucks that were strangely gone, no remedy; I have emailed them and they act like they don't understand.
Also sold a certified and cac gold coin on ebay, and the buyer decided he didn't want it. "Hi. I have to return this as I already own one." He refused the priority package so I get this back quickly right? I'm going to tell him that I have to deduct on the return for lost paypal fees etc..

Yea it’s been like this for a wile. A few months a scammer didn’t ship an item and didn’t give my money back and I did it through PayPal. They only accepted email. Turns out though I shouldn’t have gotten rid of the 21 day security. I put it back on but it’s to late and my money is lost forever 😭😭😭

I was able to get through to paypal customer service on the phone last week at 2 o'clock in the morning. Courteous
service as usual and they resolved the problem. Forget about credit cards. You gotta keep you phone on loudspeaker and wait at least 20 minutes! The all do warn you of a potential delay due to the virus on their sites.

If ebay you can report the seller, ebay can view his messages where he offered to deal outside of ebay.

Are you getting a pin number to enter on their website? I always do...I believe you have to have a commercial account though.

I was able to speak to both ebay and paypal in the last week. So hopefully they will be available to all again soon.
