1981 Panama 100 Balboas Proof or DPL? Ebayers Beware

This coin is KM-74, and attractive Native American design. It has about 1/8 oz of gold net (0.500 fine), and was issued in PL uncirculated to the tune of 174 examples and several thousand in proof format. The former have sold for the 600-800 range and the later for about $300, but a seller on Ebay managed to get what may be several proofs slabbed ATS as DPL70, or uncirculated, and has/is selling them on Ebay. He has the following example already evidently up to over $1700 with nine days left.

I can't really blame the seller for getting what he is getting, but I have collected FM since the 80s and this IMO is a run of the mill proof that is mislabelled. Oh well, caveat emptor!

PS - the surface of the devices are uniformly frosted and what appears to be some mirroring on the devices are light reflections.
