Topps NOW -- are print runs legit because...

One of the attractions of the Topps Now product is the disclosure of the print runs for each card after the sales window closes. Today I received an order from Topps. I ordered two of a particular recent card. However, Topps actually sent me three of this card by accident. I am not complaining about getting a freebie. However, if the print run is listed at say, 500, for this card and I got an extra one that would seem to mean that some other order would be short by one card. So I sort of tend to doubt that the print run published is the exact number of the card printed. I have always sort of thought there are a few more (not sure how many) produced to take care of situations like this or if a card got lost in the mail or badly damaged, etc... What do you think? Does this de-legitimize the stated print of these cards and sets?

This is just a guess and simple opinion on my part. I would say that the stated print run is not exactly a print run. It is probably the number of cards that were released. I'm sure there are extras on hand.
