Is PCGS now grading medals that are referenced only in Harkness?

PCGS grades medals that appear in certain references (listed here: https://www.pcgs.com/tokensandmedals ). The list of references does NOT include the Harkness book on Agricultural/Mechanical Society Award Medals. This (link: https://www.pcgs.com/cert/36266086 ) is a medal that appears only in Harkness (and not in Julian, Musante, Rulau, etc). Is PCGS now grading medals that are referenced only in Harkness?
