How best to package for submission?

Looking to sub the following PC items:

I seem to recall reading somewhere that PSA will allow top loaders for small uncut sheets and oversized cards but can’t seem to locate the source. Can someone confirm? If not, any suggestions on alternatives? My current thought is penny sleeves and comic book boards and bags.

I have sent in cut autographs that were too large for a card saver in a large top loader and they accepted them. Unfortunately they didn't pass and were returned in it.

Make sure you get a large cardboard box and create the cardboard sandwich as I call it to protect those.
