Palestine experts... This is for you... 1937 1 Mil

While this date has somewhat of a lower mintage, is there a history of rusted dies used in the production? I have located what looks to be close to... if not an MS example, but looks to have signs of rusted dies for both the obverse and reverse. So is this typical? Seriously, I have no idea as this is outside my area of expertise.

Hard to tell from the no-photo, but the 1937 is a tougher date to find in MS, along with the 1940.
I don't follow this series much any longer but recall many examples had some issues as minted, and tough in true hi-grade. The rust could be corrosion possibly too.
Thanks for the responses... I suppose I should have framed the question different. This coin clearly in my view was struck from rusted dies. I really don't need help with that determination. What I do need help with is whether rusted dies is a chronic problem for this series or perhaps this date.
