Question about an off-center Philippine Peso

Nice little item here from Coin World Online about an off-center 1903 Peso.
The coin is reported as being 10% off-center. To me it is right on the borderline of being an uncentered broadstrike. What say ye?

It's always been my understanding that if ANY part of the design is missing, including denticles, then the coin is off center. So to me, this coin is off center.
If the entire obverse design fits on the planchet, how can it be 10% off center?
If there's more planchet present than the complete coin, what is it? Inquiring minds want to know. Peace Roy

The denticles are missing – I would’ve called it 5% off center

Looks like a broadstrike to me.
Please explain why?
I agree it looks like a broadstrike to a lay person. My reasoning is that a lay person (non-error expert) probably wouldn't consider the denticles as important but focus on the main devices and fields, and the field looks roughly circular and complete.
Here's what a PCGS 10 percent off-center looks like and may be what people are more used to seeing. This one is missing obvious devices such as parts of letters and stars.

I was on the fence because the entire field is present. I could live with Fred's 5% O/C.
