I guess everyone will have a different answer, but here’s mine. The high relief is visually stunning, it’s a one-year type coin, they’re a semi-key in their own right, and the entire mintage happened during a 4-day window between Christmas and New Year’s Day. Reasonably attractive coins can also be had for much less than a 1928. The 1928 is very cool, but not really a key in high grades. That distinction belongs to the 25-S, 28-S, and 34-S.
