at that time, the pop on the card was 2. So, PSA had graded only 1 PSA 10 OPC Randy Johnson from 1990 - 2011, 21 years. In the last eight years, 39 have been graded a PSA 10. WOW!!. ANy thoughts on why such a big turnaround?

Nobody gave two scoops of poop about 1980s O-Pee-Chee from 1990-2011. The whole OPC explosion didn't happen until ~2013.

Care to share your theory?
Looking at the pop report the ratio of 10s for Johnson to all submissions is a bit lower than most every other card. Think it is just a set that has a lot of 9s and 10s out there and Johnson became worth trying to grade.
Easy answer = money.
A raw hof rc that was a $5 card + $8 grading fee can turn into $250+ if you know what youre doing.
I doubt very seriously that it was 38 different subbers.

I was buying '87 OPC boxes from BBCE for $7 back in 2012/2013. I remember I bought so many that they bumped the price up to $9. I still kept buying them.
As I mentioned earlier, nobody gave a squirrel's patootie about '80s OPC during that time frame so it makes sense that no one was submitting cards for grading. Once the whole '87 Bonds thing went bananas, the tide raised all the other boats and suddenly cards like the '89 Johnson were sought after and sold for hundreds. That's really all it is.
