Was there a 1964 SMS LMC?

Im a little confused on this coin. Its a 1964 proof LMC. The rim is unusual compared to the other 64 proofs. I decided to compare it to the 1966 SMS I have and they are similar, the 64 actually has a wider rim.
I thought the SMS sets started in 65?
