Somebody has lots of time. I did some searching. It isn’t possible! But a nice addition to a album. Thinking a magician coin of some sort! I like it though. Looks like I won’t loose a heads bet!
Magician’s coin or just an outright fake.
Check the edge or along the rim on either side for a seam.
Also, look like there is glue on it.

Two different source coins.
Probably started as authentic nickels.
Then ground/sanded down reverses.
Glue or soldered together. Sometimes they are made so that one half will fit into the other, i.e., check the rim on either side for a seam.
Use goog; and there are plenty of vids on how to make them.
Regardless, it is not a Mint error.

Why were they always making two headed coins? Did anyone ever make two tailed coins? Seems the heads have always been more popular!!

Nice find...but most likely a personal project for a person who works in a machine shop.
