    There are some rare sets from the 1970s that were not in the usual red plastic holder, but in black plastic that are suggested to have been created as presentation pieces for dignitaries from the socialist block.

    Unfortunately by 1991 it was everything and anything goes in Goznak Leningrad, so the holder colour has no influence on the price. By that time even ordinary citizens in the USSR could collect coins(beforehand it was an invitation to the militsiya to come raid your acquisition)
