I didn't know you were just seeking random speculation. I just thought you didn't know and tried to help. My apologies for trying to clarify. You say "Why?" which seemed to be a response to the OP's point about eBay bucks.
The reason is definitely NOT different return rules. SNAD always exists. Possible random speculations as to why they end up there:
Big bullion sellers get preferred FVF rates on bullion.
Small part-time sellers don't realize the effect of eBay bucks promos on sales.
The sellers didn't get the eBay bucks promo and don't know it exists.
The logical category for eagles puts it under bullion.
Now get some sleep and wake up refreshed and less cranky.

Difference: Sellers do not have to offer returns in bullion category to maintain their Top Rated Seller FVF discount. Ebay obviously realizes the volatility in bullion prices.

Pinehurst has been interesting to watch. They came out on Thursday at $599, went to $649 Friday, then $699 on the weekend, and now they are at $899.
At least there watching our posts! I think it was L&C that backed out and told me Sorry No Coin to sell you after I paid them. Not very happy about that but then I saved money that day!
The trick on ebay is to find a price that you feel is the going market rate but that the buyer is also comfortable with and won't try to return it in a few weeks if the price drops. You could sell one for $800 right now, but will that bad boy come back to you if they drop to $600?

If I recall correctly, they also had them at $799 briefly. Speaking of Pinehurst, none of the sales below $899 even show in the completed items history anymore. I see one active dutch BIN listing for the ERP coins at $899, and it shows precisely two sales at $899 and no other sales. The only listing for a 2019-S ERP is now listed as a pre-sale (this text was missing before). Many of the older sales for lower prices for the ERP coins from other sellers have also disappeared. I presume this means that large numbers of orders were cancelled and never filled. I don't see any feedback yet (could be because the coins aren't in hand), but Pinehurst has two negatives in the last month for cancelling sales of other coins.

Did you look in the listing itself? If they change the price on the main listing, that's the only price that shows on the search page. I just looked, all there sales at 599 and up are shown there.
