unknown hockey card markings , stripe and numbers

pulled this card from my collection as am unsure what the markings are.. there is a thin red stripe running from top to bottom on the right side of the card and looks like numbers partially cut off . is it a printing error?

The card is from the edge of the sheet. Those are the code numbers for that particular sheet of cards.
It's simply a miscut.
