Looks like glue.

If you look at the obverse you can see the reverse, the Monticello, the steps..
It’s because a person bashed another nickel’s reverse on there to make the imprint.

A.) It might be better to ask "is this an error" rather than "what kind of error is this".
B.) It is pretty obvious from the pics that there is glue on the surface of the coin. I assume it is even more obvious in person?
Errors are by nature rare, so when you have an odd looking coin you should assume it is not an error until proven otherwise
Glue and a glue imprint.
The Mint does not use glue to make coins.
Damaged by someone using glue on Jeff and probably his other brothers to make some kind of project. From scrape booking to a full on wall/floor “art.”
