A POP report question regarding Specially Labeled Silver Eagles

I took a 2019-W Proof 69 Silver Eagle First Day of Issue January FUN Label in trade last weekend. The Cert number is 36980371 if you want to look it up. The POP report shows a whooping total of 23 with over 4,000 in other types of labels. Looking at ebay I see well over 60 sold with the same grade and label recently! Is this a bug @HeatherBoyd

I looked and didn't see any of these either listed on ebay or as a completed listing.

Ah Ha! Can't believe I missed that. PCGS must not of liked my customer! He submitted 3 at the show and all 3 were 69's. With only 23 in 69 and 135 in 70...what are the odds?
