Variation of the PCGS Gen 6.0 holder?

I've noticed this variation on a few slabs with the fading blue obverse. Any info why the one doesn't have the QR code on the reverse?

The one without the QR code was from a bulk order a couple years ago. Currently, bulk orders include the QR code.

I have several with no QR barcode, don't remember exactly but do believe they were part of bulk order bullion submissions several years back.
