Update to PayPal User Agreement - Will this Drive You to Ebay Managed Payments ASAP?

So now on all refunds, PayPal keeps the whole 2.9% fee. As a seller, especially for high end items, this is a kick in my Jimmy. Question: will this new policy move you to Ebay managed payments? Square?
